Tan Son Nhat lost 56 flights to an unauthorised drone. Hanover closed a runway for nearly two hours after a sighting. Williamtown’s restricted airspace, shared with a civil airport, was breached twice in a month. In each case the first problem was not invisibility. Someone saw a track, a light or a radar return. The second problem was authority. Who may jam. Who may capture. Who may keep commercial traffic moving while the object is still in the air. Airports have bought detectors after incidents. They have not always bought a legal and operational chain that turns a detection into a safe resumption of landings.
The chain in Asia is split by design. Spectrum and jammers are with telecom and interior ministries because a jammer can take down more than a hobby quadcopter. Airport operators own the pavement and the passenger duty of care. Police own public-order response. The aviation regulator owns the airspace classification and the NOTAM. The military owns kinetic options and many of the better radars. When a small aircraft appears on the approach, those desks do not share a single command. The default is to stop the runway until someone with a licence and a radio arrives. That default is why a sighting lasts longer than the drone.
India’s rules make the split explicit. Jammers and counter-rogue-drone systems require prior permission under wireless law and home-ministry processes. Defence forces have a separate path. An airport company cannot simply energise a jammer because a tower controller is nervous. Digital Sky and no-fly geofences try to keep legal operators out of the funnel. They do nothing to a vehicle that never registered. BCAS and CISF can harden the perimeter. They cannot always identify a plastic airframe at two kilometres and then lawfully drop it onto the only runway the city has.
False positives make the legal caution worse. Birds, balloons, lighting and overlapping radars produce tracks. A system that shoots or jams on every alert will close the hub and create its own accident risk. A system that waits for visual confirmation will lose the object. Standard operating procedures need a graded response to detect and classify, hold arrivals if the track is in the approach, notify police and the designated jammer authority, keep a second runway or an alternate live and publish a restart criterion that is not 'when we feel safe'. Recovery is the forgotten half. A diverted widebody, a crew out of hours and a stand full of delayed aircraft can cost more than the original sighting.
Designing the system after the incident guarantees the next incident will look the same. Sensors without authority are a news camera. Authority without fused sensors is a delay. Airports that want both must force the ministries onto one playbook before the next cheap aircraft finds the approach lights.
