China’s Civil Aviation Administration has placed four manufacturers Aridge (XPeng AeroHT), AutoFlight, EHang and Volant Aerotech on an initial streamlined pathway for passenger eVTOL airworthiness certification. The move is designed to shorten the cycle from design to commercial deployment inside the domestic system. Japan’s SkyDrive, by contrast, is advancing formal familiarisation with the FAA while pursuing type certification of its three-seat SD-05 with the Japan Civil Aviation Bureau with commercial service targeted from 2028 and an explicit path toward US validation. One strategy prioritises domestic scale and regulatory velocity. The other prioritises international credibility and exportability. Asia’s air-taxi race is no longer a single contest it is two parallel rulebooks.
China’s approach rests on volume and control. A unified domestic standard, a shortlist of compliant companies and accelerated procedures can put aircraft into Chinese airspace and Chinese commercial service faster. Operators and cities that accept CAAC certification can move to trial and revenue flying without waiting for Western validation. The trade-off is recognition. Aircraft certified only under the Chinese system may face longer or more difficult acceptance in markets that treat FAA or EASA type certificates as the default for insurance, lessor finance and bilateral operating rights.
Japan’s approach rests on mutual recognition. Working first with JCAB and then seeking FAA familiarisation and eventual validation aims to produce an aircraft that can operate, and be sold, beyond Japan. Export customers, international lessors and regulators in India, Singapore, Korea, the Gulf and ASEAN are more likely to accept a type that already sits inside the FAA/EASA mutual-recognition network. The trade-off is time. Parallel processes, additional documentation and validation reviews lengthen the path to first commercial flight compared with a pure domestic fast track.
Countries which are still building their own advanced-air-mobility frameworks, the choice is practical. Do they authorise operations on the basis of a CAAC certificate and local risk assessment, or do they wait for aircraft that carry FAA or EASA validation? The first path can deliver earlier services and lower entry barriers for Chinese-built types. The second path may ease insurance, cross-border operations and public confidence, but it leaves commercial service further in the future. India’s DGCA, Singapore’s CAAS, Korea’s authorities and Gulf regulators will each have to decide which rulebook they trust when the first operators seek approval. China’s pathway maximises speed inside one large market. Japan’s pathway maximises portability across many. Which system wins the next decade of Asian air-taxi operations will depend less on which aircraft flies first at home and more on which certificate other capitals are prepared to accept.
