India's Civil Aviation Minister K. Rammohan Naidu said on 22 September that the government would study airport operators owning airlines. No decision. Delhi and Mumbai’s OMDA still caps the operator near 10%. Bengaluru is not under that clause. Adani had already asked AAI in June for room to look at a carrier. The minister wants five airlines of 100 aircraft because two groups already fly nine domestic passengers in ten. A day later Adani Airports’ chief executive, Arun Bansal, offered the commercial half of the same future with grow shops, hotels, logistics and city-side land until regulated aeronautical revenue is a 'single digit', even 'bare minimum' for the passenger. Last year, he said, about 60% of revenue across eight Adani fields was aeronautical. The aim by 2030 is 70% non-aero. Under AERA, 30% of non-aero income already subsidises aero tariffs. The pitch is that the airport-city pays so the ticket can fall. The risk is that the same landlord who wants an airline also wants the passenger to shop.
Vertical integration and a real-estate model can coexist. An operator-airline can put metal on a thin route the market will not. It can also write the stand plan. Slots, piers, handling hours and buses do not need a smoking-gun email to tilt. Competition law catches the crude preference. It is slower with a winter schedule.
The city-side promise is older than Adani. Airports everywhere discovered that duty-free and car parks pay better than landing fees. Sometimes that cross-subsidy really cuts UDF. Sometimes the 'saving' is an extra hour in a mall and a hotel on land the concession wrapped into the airport. Airlines care about the published charge and the taxi time. Passengers pay both the charge and the coffee. If regulated fees fall while dwell time and land rents rise, the fare-cutting machine is a transfer, not a gift.
India can have more airlines and cheaper aero tariffs. It cannot have them on trust. Independent slots, identical handling, a hard cap that does not vanish outside Delhi and Mumbai, and an AERA test that lower regulated revenue actually reaches the ticket. Without them the airport-city and the house carrier are one balance sheet. The passenger will still fly. He will also still pay both for the ticket and the coffee.
