Loitering munitions were supposed to be niche weapons. Instead, they have quietly turned into the poor man’s air force. A decade ago, precision air attack meant fast jets, complex mission planning, and runways measured in kilometres. Today, a pickup truck with a box of Shaheds, Harops or Lancets can put a brigade under constant overhead threat. The change is not just technical. It is doctrinal. When every battalion can summon its own “little air force”, the traditional monopoly of air power starts to crack.
Loitering munitions is in a grey zone between cruise missiles and drones like a missile they are one‑way weapons with a warhead and a terminal attack profile and at the same time, like a drone, they can search, track and loiter, often with human‑in‑the‑loop guidance and data links.
Israel’s Harop family showed the template early and relatively large, high‑endurance munitions flown by trained operators against air defences and high‑value targets. Iran’s Shahed‑131/136 series pushed the concept downmarket by being cheap, relatively crude engines and guidance, built in large numbers, still accurate enough to terrorise cities and batter infrastructure. Turkish and other MALE drones (like Bayraktar TB2) operate more like reusable strike platforms, but in doctrine they play a similar role, persistent, cheap(er) air presence for forces that cannot field large manned fleets.
Loitering munitions are like fast jet passes over a target area for seconds. A loitering munition can orbit for tens of minutes or hours, watching, waiting, updating target data, and striking when it sees something worthwhile. Its cost is much cheaper than manned aircraft and many cruise missiles both in unit cost and training overhead. It lets even mid‑tier armies, militias and non‑state actors field meaningful quantities. They can be controlled at platoon, company or battalion level, not just by theatre air commands. That creates organic air power for ground units.
Once those properties appear on a battlefield, old assumptions about who controls the air, and what air superiority means, begin to shift.
The Nagorno‑Karabakh war between Azerbaijan and Armenia was a preview. Azerbaijani forces used a mix of Turkish drones and Israeli loitering munitions to hunt Armenian armour, artillery and air defences. Convoys that might once have moved in relative safety under tree cover or at night found themselves filmed and destroyed from above. Air defence networks designed for fast jets and helicopters struggled against small, slow, low‑flying threats.
In Ukraine, the trend has gone from preview to saturation. Russia uses Iranian‑origin Shaheds and domestic variants in large volleys to attack cities, power grids and logistics nodes. Ukraine uses Western‑supplied and local munitions (e.g. Switchblade, Warmate, FPV drones wired as one‑way weapons) at tactical scale to hit Russian trenches, armour and artillery.
The effect is a permanent overhead threat. Units in trenches now spend nights listening for the whine of engines and the whirr of quadcopters. Artillery positions move more frequently. Command posts bury antennas, disperse vehicles and try to operate under camouflage nets that were designed for optical, not multispectral, sensors.
In the Middle East and Red Sea theatres, loitering munitions and one‑way attack drones have been used by states and proxies to hit oil facilities, ships and bases. The political threshold for using them has turned out to be lower than for manned aircraft or ballistic missiles. They are easier to deny, easier to hand to proxies, easier to frame as 'deniable retaliation'.
The reported appearance of loitering systems in the India–Pakistan region fits the same pattern. Border skirmishes and limited conflicts that might once have relied on mortars and small arms are now under a sky where small, cheap systems can search for targets and ram themselves into bunkers, gun positions and vehicles.
How this changes traditional air doctrine which is built on air superiority by controlling the air, by deep strike. Loitering munitions is complicating the control of the air and supremacy. In classic air force case, gaining the air superiority was crucial, but loitering munitions neutralise the supremacy by air force and complicates it further. You can dominate the higher airspace with fighters and AWCS yet small drones and loitering munitions can operate below radar coverage and launched from trucks, garages, forests, urban alleys. Therefore, control of the air becomes less a single status but changing. Loitering munitions is big draw for artillery brigage which can enter enemy's rear area hunting down its strategic assets and logistics.
As a result, air forces lose their monopoly on deep precision strikes. They remain vital for large, complex, high‑speed campaigns but daily deep‑strike tasks can be shared with land forces enabled by loitering weapons. Air Warfare is changing, and air support becomes closer, cheaper and more dangerous. Unlike classic air force which would run with bombs, this controls the enemy points by air.
At the bottom end, platoons use shoulder‑launched drones or FPV systems to hit bunkers, vehicles and sniper positions. At the upper end, large loitering munitions with SATCOM links act almost like mini‑UCAVs, feeding live video back to joint ops rooms that coordinate artillery, EW and cyber effects.
This can be both a relief and a threat for traditional air force because expensive fighter fleets shall be seen a liability. The phrase every infantry platoon becomes a precision strike unit is not hyperbole. A platoon can carry several tube‑launched loitering munitions, a controller, and a small antenna. They can deploy from cover, climb into the air, circle ahead of the platoon, and strike any armour, bunker or heavy weapon they observe.
No weapon has ever gone unanswered. The loitering munition revolution is already provoking a counter‑revolution in defence. Armies rediscover the importance of guns, MANPADS, and SHORAD systems capable of hitting small, slow targets. Old systems like Gepard, new ones like laser demonstrators, and hybrid gun‑missile solutions all see renewed interest. Many loitering munitions depend on GPS and data links. Jamming, spoofing and cyber attacks on these links can degrade effectiveness or turn weapons into harmless debris. Cheap decoys like fake radars, dummy tanks, inflatable SAM batteries become standard. If a loitering system spends its warhead on a $500 fake, the exchange ratio favours the defender.
In other words, traditional air power does not disappear. It becomes a top layer over a thickening base of cheap, distributed aerial firepower controlled by ground forces. Loitering munitions lower the threshold for precision attack. Doctrine will need to address questions about civilian risk, deniability, and escalation especially when non‑state actors can field these weapons.
The loitering munition is not the end of the air force. It is the end of a monopoly. Air power is no longer something that only air forces bring. It is becoming a background condition of modern war, available at levels of the hierarchy that once fought with only rifles, mortars and maybe a radio to call in jets.
The real revolution is not that drones can circle for hours and dive onto a target. It is that army lieutenants now make decisions that used to look up to air commodores and generals to do.
