Dubai is building air traffic control for a type of aircraft that still barely exists.
This spring, the emirate’s Roads and Transport Authority (RTA) pulled the wraps off what it calls an urban air mobility (UAM) airspace management system. A dedicated digital control layer for air taxis and drones that controls the city’s skyline and its airline corridors. Operating roughly between 300 and 1,200 feet. The new system is designed to manage Joby’s planned air taxis and future VTOL operators separate from Dubai International’s conventional ATC. Think of it as “En Route Control for the City”. Instead of radar scopes and radio vectors, Dubai’s UAM controller is a cloud platform that ingests filed flight intents from eVTOL and drone operators, vertiport schedules and pad availability and geofenced no‑fly zones, weather cells and temporary restrictions.
It then carves low‑altitude Dubai into digital 'sky lanes' dividing them between time and altitude segregated paths connecting vertiports on hotel roofs, business districts, airports and logistics hubs. Every authorised UAM vehicle must file a trajectory before departure and fly within that digital tunnel once airborne.
Crucially, this is built on 4D trajectory‑based operations. Traditional ATC mostly manages aircraft in three dimensions (latitude, longitude, altitude) and uses voice instructions to resolve conflicts in real time. In Dubai’s UAM layer, the fourth dimension, time, is explicit and contractual. Each air taxi’s flight plan is a 4D tube-a series of waypoints with expected times of arrival and allowed deviations.
During flight, the platform continuously compares actual vs planned position. If an aircraft drifts outside its allotted tube, because of wind, performance limits or minor pilot/autopilot divergence, the system can suggest a micro‑adjustment to speed or track, or in more complex cases re‑plan that particular trajectory.
The architecture has the brain that runs the sky lanes, processes 4D trajectories and enforces separation below airline traffic. The vertiport management system works like digital towers at each pad, during arrivals and departures and it has integration of ATC and other systems.
Dubai’s bet is that when battery‑electric VTOLs finally arrive in meaningful numbers, the only way to keep them from turning the air above Sheikh Zayed Road into a three‑dimensional traffic jam is to give them a dedicated, software‑defined ATC of their own. The rest of the industry now has a live experiment to watch and, in a few years, a case study to either emulate or outdo.
