South Korea released detailed safety and pilot training standards for its planned 2028 urban air mobility launch on 15 July designed to reduce reliance on foreign expertise in a sector currently dominated by Joby, Archer, and European manufacturers. The move follows Seoul’s broader 3 July aerospace strategy that targets hybrid-electric eVTOL development and a seat in the next global aircraft development programme by 2028.

The timing is deliberate. While many countries are still drafting high-level UAM frameworks, South Korea is moving early on operational specifics-certification pathways, pilot licensing requirements, training curricula and safety protocols before commercial services even begin. This is a distinctly proactive posture compared with most markets including India’s still-evolving draft UAM framework and the more reactive approaches seen across much of Southeast Asia.

By setting detailed domestic standards now South Korea is trying to ensure that when the first passenger-carrying eVTOL flights take off in 2028, Korean regulators, training organisations, and eventually manufacturers will have built meaningful in-house capability rather than simply adapting foreign rulebooks after the fact. The strategy also aligns with Seoul’s broader push for greater aerospace self-reliance, including hybrid-electric propulsion and participation in international next-generation aircraft programmes.

Asian neighbours are watching the race to urban air mobility. India’s DGCA has made progress on broader policy and certification guidelines, but detailed pilot training standards, operational risk frameworks, and vertiport safety requirements remain works in progress. Many other Southeast Asian regulators are similarly waiting to see which manufacturers gain traction before finalising rules. South Korea is choosing the opposite path, build the expertise and standards first, then invite or develop the hardware.

The approach carries risks. Setting stringent local requirements too early could slow adoption or raise costs if they diverge significantly from international norms (EASA, FAA, or ICAO). But it also offers the chance to shape the regulatory environment around Korean priorities — safety culture, data sovereignty, and domestic industrial participation — rather than retrofitting foreign frameworks.

The Korean model raises a pointed question. With multiple domestic and international eVTOL players (including early-stage Indian efforts like ePlane) eyeing the market, does the DGCA have the bandwidth and expertise to move beyond high-level drafts toward detailed, proactive standards before the first commercial flights arrive? Or will India end up in the more common position of adapting rules around whichever manufacturer secures early approvals elsewhere? This strategy is central.

South Korea’s July announcements suggest that building regulatory and training sovereignty in parallel with technology development may be the more ambitious and potentially more strategic route. Whether India chooses to follow that path, or continues a more reactive approach, will help determine who actually leads Asia’s urban air mobility race in the early 2030s, not just who flies the first aircraft.
