Israel Aerospace Industries has signed a memorandum of understanding with Boston-based Merlin Labs to advance the development, integration and certification of AI-powered autonomy for commercial cargo aircraft. The non-binding agreement covers joint market exploration, engineering collaboration, regulatory preparation and eventual platform selection. Merlin’s Condor product family, built around its Merlin Pilot autonomy system, is the technological core. IAI brings decades of passenger-to-freighter conversion experience on Boeing 737, 767 and 777 airframes as well as the Airbus A330.

The partnership does not yet name a specific aircraft, but the logic points toward large, multi-crew freighters of the kind IAI already converts. Cargo aviation presents a lower barrier to autonomy than passenger operations. There are no fare-paying travellers whose comfort or public acceptance must be managed, regulatory pathways can be tested first on pure freighters, and operators face persistent pilot-supply and cost pressures on long, thin cargo routes. If autonomy reaches commercial service, it is more likely to appear first in the hold than in the cabin.

For Israel’s aerospace sector the move is strategic positioning. IAI already stands at the intersection of conversion engineering and defence autonomy. Partnering with a U.S. autonomy specialist gives it a route into the next wave of freighter technology without having to build the entire software stack alone. Success would allow Israeli industry to sell not only converted airframes but also the autonomy layer that makes those airframes more productive.

Which cargo carriers move first will depend on economics and regulation. Large integrators and freighter lessors that already operate ageing widebody fleets have the strongest incentive to reduce crew costs and increase aircraft utilisation. Regional cargo operators flying thinner routes may follow once certification and insurance frameworks mature. The Merlin–IAI collaboration is still early, an MoU rather than a firm development contract, yet it marks a concrete step toward the moment when a commercial aircraft can complete a revenue flight with no pilot on board. That aircraft is more likely to be carrying freight than passengers.
